Allocate namespace and workload cost

Intended workflow​

  1. Open Cluster costs.
  2. Select a cluster.
  3. Group by namespace, then by workload.
  4. Attach the namespace to a cost category so finance sees the same owner as Cost Explorer.

Shared kube-system cost should be treated as shared infrastructure, not dumped on the largest application namespace.
